WebIm not sure why it flagged itsself as an expired password when the 'password does not expire' box was checked, but it was. What I did, was use powershell to uncheck that box for everyone, then powershell to re-check the box. That made it recalculate the badpassword time, and then allowed the users to log in just fine.
